很多人看見狗貓圓滾滾、水汪汪的眼睛,和毛茸茸、傻傻的樣子,就有一種想要帶回家的衝動。尤其是品種犬貓,更因為有其獨特外型,吸引不少人願意付費飼養。事實上,品種犬貓多因刻意或近親繁殖和基因缺陷,容易有品種好發疾病和個性上行為特質,對於飼主和家人的耐心、經濟實力與心力,都是一大長期的考驗。

▌寵物是家人,不要喜歡就養,麻煩就棄養。


據農業部2025年1月公布,全國遊蕩犬有14萬1584隻,各地收容所爆量,各地除爆發人犬衝突,還接連發生浪犬攻擊家禽家畜、野生動物遭犬殺數量暴增。另外,近期屢屢發生因飼主未使用牽繩及管護措施,造成犬隻相互攻擊、傷害路人等事件,都在在證明推廣飼主教育的重要性。


根據台北市動保處統計,近年動物之家犬貓認養與退養比,退養率從2020年的3.8%,到2023年已達10%。自109年至113年7月以來,貓咪的認養率比狗狗多一倍,平均每5隻貓就有4隻貓被認養,而狗狗則是每5隻僅有2隻被認養;以退養率來看,狗狗的退養率則比貓咪高1-3倍。

以狗狗來說,2020年退養率為3.8%、2021年為5.0%、2022年來到7.3%、2023年已達10%,4年退養率成長了6.2%;換句話說,2020年每100隻被認養的狗,有9隻會被退養,到2023年增加到有20隻被退養。


台北市動保處指出,因應零撲殺政策實施精準捕捉街犬貓,因此動物之家收容的動物多為不親近人的犬貓。飼主認養後須花時間進行家庭化互動訓練,以適應家庭環境。經統計退養原因為會叫,會咬人,具攻擊性,動物不吃不喝等。


▌有養寵經驗,不代表你的照顧方式就正確。


許多犬隻攻擊,飼主都表達已飼養多年;為數眾多因疾病被棄養的浪浪,事實上也並非都是不治之症。


當寵物從過去的伴侶動物成為家庭的一份子,如何了解其天性需求及個體差異,以及常見疾病症狀的預防及照顧方式,都是負責任的飼主,需要去面對學習的重要課題。


每個毛孩都是獨立的個體,會有體質、需求、個性及生活習慣上各種差異。以位居全世界十大寵物友善國家第一名的荷蘭為例,從動保法核心價值中,寵物被視為擁有自己價值的個體,而非被主人擁有的物件。強調牠們與人相對地位平等,各地有緊急動物救護中心、有動物救護車、公園裡安排狗兒散步專用通道,以及其他可以攜帶狗隻進出的大眾運輸工具和商店等,並且從立法上,就要求飼主應該學習如何幫助寵物融入家庭生活,而不是訓練寵物才藝。

犬貓有許多常見症狀與疾病,都是可以靠後天飲食、習慣來預防及延緩發生的,尤其像台灣氣候潮濕常好發皮膚問題,容易因反覆發作,成為飼主照顧上的困擾;如犬貓致死率越來越高的腎臟泌尿疾病,也都是只要飼主觀念正確,就能提前從膳食及鼓勵飲水上去避免發生的。包括毛孩易有焦慮行為問題,事實上也只要養成固定作息,增加活動時間及頻率,就能大幅降低,並減少伴隨而來的各種生理影響。

Learn to become the one who understands it best

Many people are drawn to the round, watery eyes and fluffy, goofy looks of dogs and cats, and they're tempted to take one home. Purebreds, in particular, are particularly attractive because of their unique appearance, attracting many willing to pay to raise one. However, due to deliberate or inbreeding practices and genetic defects, purebreds are prone to breed-specific diseases and personality traits, placing a long-term test on the patience, financial resources, and dedication of their owners and families.


▌Pets are family members. Keep them if you like them, and abandon them if they cause trouble.


According to a January 2025 report from the Ministry of Agriculture, there are 141,584 stray dogs nationwide. Shelters are overflowing with people, and in addition to dog-human conflicts, there has been a surge in attacks on poultry, livestock, and wildlife by stray dogs. Furthermore, recent incidents of dogs attacking each other and injuring passersby due to owners' failure to use leashes and proper dog management have highlighted the importance of promoting owner education.


According to statistics from the Taipei City Animal Protection Department, the adoption-to-retirement ratio for dogs and cats at animal shelters has increased in recent years, with the retirement rate rising from 3.8% in 2020 to 10% in 2023. From July 2020 to 2024, the adoption rate for cats was double that of dogs, with an average of 4 out of every 5 cats adopted, compared to only 2 out of every 5 dogs. Furthermore, the retirement rate for dogs was 1-3 times higher than that for cats.


For dogs, the retirement rate was 3.8% in 2020, 5.0% in 2021, 7.3% in 2022, and 10% in 2023. The retirement rate increased by 6.2% in four years. In other words, for every 100 adopted dogs in 2020, 9 would be retired, and by 2023, the number would increase to 20.


The Taipei City Animal Protection Department noted that due to the implementation of a zero-culling policy to precisely capture street dogs and cats, most of the animals taken in by animal shelters are unfamiliar with people. After adopting, owners must spend time on family interaction training to help them adapt to a home environment. Statistics show that reasons for abandonment include barking, biting, aggressive behavior, and refusing to eat or drink.


▌Having experience in raising pets does not mean that your care methods are correct.


Many of the owners who attacked the dogs said they had kept them for many years; and the numerous stray dogs that were abandoned due to illness did not all have incurable diseases.


When pets evolve from companion animals to members of the family, understanding their natural needs and individual differences, as well as preventing and caring for common illnesses, are important topics that responsible owners need to learn.


Every furry friend is an individual, with varying physiques, needs, personalities, and lifestyles. For example, the Netherlands, ranked first among the world's top ten pet-friendly countries, recognizes pets as individuals with their own value, rather than as objects owned by their owners, within its core animal protection laws. This emphasizes their equal status with humans. Emergency animal rescue centers and ambulances are available, along with designated dog-friendly lanes in parks and other dog-friendly public transportation and stores. Furthermore, legislation mandates that owners learn how to integrate their pets into family life, rather than training them for special abilities.


Many common symptoms and illnesses in dogs and cats can be prevented or delayed through diet and habits. Taiwan's humid climate is particularly prone to skin problems, which can easily recur and become a nuisance for owners. Kidney and urinary diseases, which are increasingly fatal in dogs and cats, can also be prevented through dietary adjustments and encouraging hydration with the right mindset. Even pets prone to anxiety-related behavioral issues can be significantly reduced by establishing a regular routine and increasing the duration and frequency of their activity, along with the accompanying physiological impacts.


▌Show proof of adoption to receive scholarships.
